Why doesn't Pittsburgh try to enact a 1% "Transit Tax" added to the city income tax like so many other cities have done? Works quite well in all the cities in Ohio.

He doesn't have one; he's simply advocating in support of the city's
interests, which don't entirely match the rest of Allegheny County.
It's no skin off the mayor's nose if Clairton gets shafted, but Troy
Hill's another matter.  Especially since he faces an election in
just a few months.

The city of Pittsburgh has staff who can scrutinize the proposed cuts
and figure out ways to justify shifting more of them onto the suburbs...
that's probably more than most suburbs can manage.
