This was not unusual for its time. People authorized to ride underneath the
wires were expected to avoid them; others were expected not to trespass.
The legal system looked at things a bit differently in those days.

I don't know if anyone will be able to make heads or tails out of the URLS
below but I was perusing the historic pittsburgh image collections (first
URL) and searched for Inclines and found a coal haulage incline between the
MT Oliver and Knoxville inclines. That is what the remaining monstrous URLs
are supposed to point to. The coal haulage doesn't appear to be from a
direct mine shaft but fed from a narrow gauge rail line across the face of
the hill (in one of the blow ups - the last URL - you can see a building
with "Coal Yard" hand written on it). I think its an electric line as there
looks to be a lot of catenary poles above the tracks, but they are only
about 5' high or so. This is typical for mining operations but would seem
deadly to me for open, accessible operation to the public. Does anybody
know anything about this?
