This may have been after an accident where a Tug scraped the underside 
of the bridge during high water    ----    wasn't reported for days    
----    TrolleyCars were the Only Traffic allowed on the bridge and they 
were spaced and crawled across.       Don't remember the bridge being 
restricted otherwise.
