No, I think not.

I've played cut-and-paste with bits of the Pittsburg and Carnegie
quads (circa 1902-7) from historical.maptech.com. The area circled in
red shows the P&CS spur to the coal tunnel and the coal incline on
the river side of Mt. Washington. It even shows (see inset
enlargement) the coal tunnel.

But, the area shown in the photo which started this:

is the red splotch I appled considerably east of the coal tunnel. As
to what the tracks and overhead structure there are/were, to my eye
it looks like any of a number of old coal mine installations I've
seen here and there in Western PA.

I have no idea if Pgh Rwys owned a mine, nor do I know any detail as
to how the coal got from there to anywhere else. The Historic Pgh map
shows something going down the side of Mt. Washington, but whether it
was a funicular or a chute or something else, I have no clue.
