It's not the only tunnel or roadway.  Don't forget the South Hills Tunnel (how could you Bob???) and not the only roadway considering the busways.  That fact that the Wabash Tunnel is open to HOV maybe a less than perfect political compromise. Hasn't opening the busways to outside traffic recently been proposed?
