WEST    PENN    was wise enough not to exhaust their carmen and asked 
only a 9-hour day and 6-day week  (while millworkers commonly worked a 
hard 12-hour shift everyday.)       Employee morale was high because of 
fair working conditions, well-kept equipment and    WEST    PENN    
periodically offered raises to its employees before they asked for 
them.       These  "gratis"  wage increases were generally unheard of at 
the time.

WEST    PENN    was a good corporate neighbor.       Management paid 
proper taxes and cooperated with improvement projects.       Many 
residents found good employment on the streetcars.......       WEST    
PENN    men were nicely uniformed and disciplined  (unlike  PRCo  carmen 
who seemed to defy speed limits,  load limits and all other authority, 
and whose irresponsible actions were blamed for one death per week in 
McKeesport.)       Meanwhile,  the    WEST    PENN    carmen gained a 
reputation for care and courtesy.
