That's not a waiting shelter...it's much too large. It's either a supplies
building for the substation or (more likely, I would guess) a freight
station. The latter makes sense because of its location right along Library
Road where the farmers can get their goods to it.

It looks like one of the old style waiting shelters. The photo shows a work
crew either placing or removing the shed onto or off of its foundation. Note
also that the shed appears to be totally enclosed. Page 177 of "PCC - From
Coast To Coast" (by F.W. Schneider III, c.1983) has a photo (lower left
corner of p.177) of the "open" type of shelter. Note the roof line and size
are approx. the same for both the enclosed and open types. The PRM library
should have other photos showing that type of shed.
