How about "preparatory command"  such as in "squad"  (halt)

Or how about we need to tell people to wake up.  Likewise, why do we need a 
yellow signal at an intersection.  Think of all the money that could be 
saved with only a two aspect signal?

Or how about....... (I'll try to come up with something else - suspect a lot 
has to do with people daydreaming as they drive)
