Yes, there is a lack of unanimity in this usage. I generally use just the
apostrophe after a plural noun (plural possessive) unless it sounds
ridiculous, in which case I am governed by phonetics! A word or name ending
in "s" is not necessarily a plural.
There was a piece in yesterday's paper on this very issue, having to do with
an "official" plural possessive for Arkansas that sounds really stupid
("Arkansas's").
