There are two PAT pension plans.  The one for union employees is in good 
shape.  It's the management pension fund that is underfunded.  Over past 6-7 
years, management instituted some extremely generous provisions for their 
own benefit.  These benefits would have been approved by the PAT board which 
is appointed by the Allegheny County commissioners.

But it is not politically correct to mention this.
