I was involved in a couple non-chargable accidents during my first summer 
with CTA.  They hired me back for the second summer.

As for RTC, if people are using them as an entry level position, then they 
need to take a good look at their pay scale and how they treat their people, 
with emphasis on the latter.  There is a lot of truth to the allegation that 
the best recruiter for union membership is upper management.

The best thing that ever happened for me in service was to spend six years 
as an enlisted person before getting commissioned.
