[PRCo] Questions About Crossing Flashers

I seem to recall the crossing flasher masts and assemblies were painted 
black in at least some locations on both the Library and Drake lines during 
the pre-light rail era.

Any reason for this choice of colr rather than the traditional silver? Not 
that I minded, as I thought they looked cool in black.

Also, with the high density traffic along the 42/38, why didn't PAT install 
flashers or gates along that line's P.R.O.W. prior to the light rail rebuild 
once it was decided to keep the remaining lines, during the 1974-82 time 
frame?
