Makes a lot of sense to me.   From a cost-benefit standpoint, its  
cheap and gives a lot lot of return for the money.   Would not cost a  
whole lot to put GPS on every active car a PTM and a receiver in the  
dispatch office and the store.  I suspect you could also put small  
receivers on each car so the motormen could keep track of other cars  
on days when there is no dispatcher.   I like the idea.
