I believe there is certain difference between WABCo B-2 and Clark brake. 
They would also stop easier uphill than 12% downhill, but it depends on many 
factors, particularly on the adjustment of the actuators, of the brake units 
and on the wear surface of the drum and shoes. I sometimes happen that both 
drum and shoes are clean, actuator pull is high enough but you turn the drum 
by a bar and you feel the final stop is softer.
