PATransit began buying Japanese made wheels in 1979. I remember we used to joke that here we sat in the "Steel Capital of the World" and bought steel streetcar wheels from Japan. 1730 probably had new Nippon (the steel company, not a put-down) wheels which were not yet worn in. I remember the shop people were having fits when they started putting the 'new' wheels on the cars. It may have had to do with the size of the flange or maybe the tread. I don't remember the reason, just that the maintainance department was not pleased.
