I haven't used tire chains since I lived in Pittsburgh on top of the hill in Greenfield district. They were required if I wanted to make it up the hills on either Greenfield, Winterburn or Hazelwood and my street, Bigelow Street.
PATransit also used to put chains on buses. All the GM "new look" type buses and newer had sanders. Sand boxes at all the old trolley loops were retained so the sand boxes on the buses could be refilled as needed.
Now, with "truck" tires and 4-wheel drive, Winter is like a tropical breeze ;-)

Seriously, around here in January, after a 10" snowfall we just go outside,
brush the snow off the car's windshield and start driving. We don't even use
snow tires or tire chains anymore, although I think I've still got a box of
Monkey Links in the garage.
Any of the younger drivers who want to know what Monkey Links are, please
reply.
