And why not?! Some companies follow such a practice, that they overhaul car 
bodies at longer periods than trucks and when the right time comes, they 
simply swap trucks. This can be easily done car house forces but the truck 
overhauling jub is done by central repair shops, in case of Russia often 
called Tramvajnyj remontnyj zavod.

I think the problem of the derailed truck is just the absence of a body on 
it. Speed and centrifugal force is a different question but when the truck 
is too light and track is in less than ideal condition, the wheel flanges 
can climb the rail head and the truck derails. It is also possible that the 
wheel flanges had grooves after machining which helped to climb the rail 
head.

Speaking of Russia, it is a very specific part of Europe.

This Intrigues Me  --  WHY  pull trucks between facilities?     Can't
say it dassn't happen here but I haven't heard of it.

Another obvious question  --  if speed is the culprit, why didn't all
the trucks derail, like the vehicle pulling the truck?       Trucks,
while definitely heavy relative to our strength, are built to have a car
body weight pressing down on them.     Thus, under these conditions, it
can be said that the truck is  Light  and thus more prone to
derailment.     Give us the psychics, fizzles  --  You Know Boris  --
the science behind all this~!~!~!~!
