INEPTA doesn't care about keeping passengers - just getting the most out of
those still riding.
The SEPTA trick that gets to me most: a couple weeks ago they started
collecting a premium on the regional rail lines for people paying with cash
on the train - EVEN IF THERE WAS NO TICKET OFFICE AT THE STATION.
The old ticket machines don't take US dollars anymore so they are all
closed. Screw the public, we don't want to spend the money to fix anything
that can't get us sued.

What they don't mention is a continual erosion of their ridership base.
It's been ongoing for years. These 2-3 % declines each year eventually add
up. SEPTA carried fewer riders in FY 2006/7 then in FY 2005/6, and their
was a strike in Nov. 2005.
