Believe the reporting statistics go by District and the 4-Quadrants of 
Pgh according to the compass  --  this is hinted at in the reports.    
Transfers basically free WithIn The Quadrant but one must buy a Special 
Transfer to 'transfer' between Quadrants.    That is what Leroy states 
somewhere - believe that is an oversimplification but basically true!~!~!
