I have a Gulf Oil Map which Clearly shows an OutBound Arrow on Liberty 
starting at 11th with  Arrows pointing IB on Penn from 28th all the way 
to the Point.     Map isn't dated but would be 1940s 1950s.     This 
calls for a scan and Long URL but that is beyond my control.

Yes, Liberty was converted to One Way as was Penn ca. 1930s give or 
take~!~!~!
