Representatives of Allegheny Institute for Public Policy have a column
today in the Pittsburgh Tribune-Review, criticizing possible new local
taxes to support the operations of Pittsburgh's light rail and bus
operator, Port Authority of Allegheny County:

The Allegheny Institute for Public Policy appears to be a far-right
propaganda mill camouflaged as a "think tank". It is described by Google
as a "Pennsylvania-based Conservative think tank devoted to local
issues...."
Among other positions, the AIPP generally argues for privatization as a
"solution" for poorly funded public transport in the Pittsburgh area,
virulently opposes the trade union rights of transit workers, opposes
the North Shore Connector LRT project, and opposes efforts to procure
state funding to solve the transit agency's financial crisis.

The Allegheny Institute is a radical right wing Republican Libertarian
think tank funded by the illustrious Richard Mellon Scaife, Ironically
Scaife also funds (a little bit) The Pennsylvania Trolley Museum That is
where he thinks all transit belongs,.
