"Basically intolerable" bridges

Structural evaluations of these bridges conclude they are "basically intolerable" and a "high priority" for renovation or replacement, according to the latest inspection data available from the U.S. Department of Transportation's National Bridge Inventory. To have this rating, bridges meet at least one of two criteria:

1. The structural elements, piers or abutments of the bridge are in "serious" or "critical" condition, according to an inspector's report. A federal guide to the ratings says such condition means primary structural components are seriously affected, and in some cases the bridge may need to be closed. 

2, The amount of weight the bridge can carry safely for an indefinite period of time, called the "inventory rating", does not meet minimum tolerable limits based on the traffic it does carry. 

The Pennsylvania Department of Transportation did not include structural evaluations in the data on the state's 25,000 bridges it released on Monday.
