It's not law; It's what's in the terms of the contract you signed to be 
able to process credit cards.

When I have cash I use debit (if accepted) anywhere that's a local 
merchant; No reason they should have to eat credit fees if I can avoid it.

(When I'm broke, it's academic, but hey...)

So I assume this was not an issue by the time the Railways passed on; 
I know little of credit card history.

Otherwise, how would such have affected token sales? Cash only?
