Have it designed in America:  US Standard Light Rail Vehicle from Boeing
Have it designed in Europe:  Duewag U-2 car 
Have it designed in Asia:  Kawasaki built cars in Philadelphia, and the Dallas cars
 
(perhaps the first item should be rephrased as 'have it designed by the federal government, such as Transbus, Boston/San Francisco LRVs, the ACT-1 rapid transit car program, peoplemovers, and the latest favorite flavor is bus rapid transit.)
