Wal-Mart loves to do this to communities.

Eljer in Ford City was given KOZ (Keystone Opportunity Zone) status, had 
their workers take concessions and yet still closed the plant and moved the 
production to China.  The local politicians were so blind to corporate 
raiding that the company still has no obligation to pay any sort of local 
taxes even though they left with the building in their name and no sign of a 
future occupant.  Who wants to move into a building over 100 years old?

There is a reason the northeast is called the rustbelt.
