Ohio is not as generous as Pennsylvania when it comes to state support for public transit.  Youngstown has to rely primarily on local taxes, while Sharon can take advantage of several state programs.  Since both are part of same urbanized area, both participate in the same regional planning commissions.  Should not go much beyond that.
