One thing some seem to forget is that the electronic revolution also applies to transit.
 
Also, the one thing no one has mentioned is the role of 'transit checkers'  I suggest having a chat with Art Ellis. 
 
A single example should not be expanded to encompass the entire industry.  Some transit agencies use formulas for calculating transit riders based on revenue.  Some use drivers pushing buttons on the farebox.  Some use drivers pushing rocker switches still available from Denominator, Inc.  Some have the drivers put "tick marks" on their driver daily log sheet.   And then this is where the 'transit checkers' come in.  
 
PRC had many different forms for the various administrative functions.  But this is not the sort of thing collected by railfans. 
 
And a blanket statement should not be applied to the entire transit industry.  How were ridership stats generated in 1960?  how about 1975?  how about 1990 and have their been any recent changes?  If anything, it is almost as if no two systems are alike.  How it is done in Philadelphia doesn't mean the same process was followed in Pittsburgh.  And there can be differences between mode and divisions.   
 
There is a somewhat 'infamous' memo describing how SEPTA counted around 1974.  But that was 34 years ago.  But it is a ridership calculation process that generally applies to a larger system.
