Depends on if PAT continues to operate competing bus service, as they have done with the 42S light rail line.  
 
The Early Action program included Skybus from Penn Station to South Hills Village.  There would have been no Sixth/Liberty subway.  The next Skybus section would have extended  TERL from Penn Station to Wilkinsburg, Swissvale or beyond.  It's in the Parsons Brinkerhoff report.  
 
Instead, the East Busway was built.  I've often wondered if this was a case of  "no one (from the state) is going to tell us how to run "our" transit system."  Fred knows the background, and also that this is pure speculation unsupported by any facts.  It's not even an opinion, just an option to consider.
