You can also do it through tax policy, but it wouldn't sit too well to put a
100% income tax on incomes in excess of x dollars.  There would be a big
fight over what x should be.  You can also remove the deductibility of
certain items from corporate income.  Then someone clever finds a loophole
that was unintentionally (or intentionally) left in the law.

I rather like the 'balance of power' where government has safety oversight
and/or regulation to try to balance out unlimited profit motive.  OK, so
that can be very unrealistic in the world in which we live.
