Phil,
You must be referring to Second Avenue along the J&L mill AFTER 1958. In the
mid-50's, Second Avenue was in awful condition. The tracks weaved, and large
pieces of paving were missing everywhere. It was difficult to drive on that
street faster than 20 mph.
Around 1958, the street was completely re-built with concrete, and probably
got new rail too. I believe the repaving was tied in with the
re-construction of other streets in the area that connected to the Blvd. of
the Allies and the Parkway East.
