Bob, the seats appear to have been removed when it was put on display or earlier.  It did have a previous display life in a park. The first image lists the capacity as 96 with 40 seats.  Usually the seats in Japan are bench seats along the walls of the car.  Tokyo is 1372mm gauge (4ft6in), but most Japanese lines are 1067mm or 3ft6in gauge.
But as for no seats there are JR commuter EMUs which havesix doors per side (instead of the usual four doors) on which the seats are folded up by remote control from 7-10 AM to increase capacity! These are generally found on the Yamanote line.
