There's a book on the Pennsylvania canals. William Shank PE wrote it,
can't remember the title and can't find the book right now.
"Pennsylvania's Amazing Canals" or some such I think.

Anyway, there's a photo of the excavation for the US Steel Tower
showing the two tunnels intersecting the side wall of te excavation.

If I understand it correctly, the canal tunnel was for a branch of
the canal from the basin (near the later location of the Ft Wayne
freight house) to the Monongahela, so that the Pennsylvania canal
could connect to the C&O canal which, it was supposed, would make it
over the mountains and into the Monongahela watershed "any day now".
