Annual payment of $100,000 (seems there 'may' be a typo as it was previously stated as $300,000 wasn't it or I am understanding it differently) instead of fees, tolls, taxes. This eliminated paving charges where, according to law, railway was to pave between the tracks as well as 1-foot beyond each outer rail. City does all paving and repaving not necessitated by track removal, replacement or maintenance.

Track rebuilding for 1925 will cost close to $1-million; extensions and connections will cost about $200,000 more. This allows for a number of important downtown changes (an article detailing these changes is to be published later.)
