My preference is a generous interpretation that would still call 4398 a St. Louis Car Company product of 1917.
I've seen subway cars with two builders plates - the original one and a second put on by the rebuilder. But 4398 is a historic item.
If you have the book "The Mohawk That Refused to Abdicate", David Morgan puts it very nicely when they came upon an engine shed with 4-4-0 locomotives dating to the 19th century. To paraphase, 'Might not be much left from the builder, but it's still the real McCoy'.
