I agree that 4398 is a historical item, not new.  We run into the same 
problems with historical buildings.  The White House was completely gutted 
in the late 40's.  How much did they save and how much is new?  I was duly 
impressed when visiting Lincoln's Springfield law office and the docent told 
us the flooring had never been changed.

The general public will not notice a difference between 4004 and 1711 at PTM 
other than the obvious, such as paint and slightly different interior.  A 
PCC is a PCC to our guests.  It took us a good while to convince our members 
that 14 & 24 were not PCCs.  The  important item here is how the heads of 
traction companies took the unprecedented step in working together to create 
a better product.
