Fayette County Office of Human Services. It is not a separate transit authority. It is a department within the Fayette County government.

But that only applies to the two buses/vans used on the Pittsburgh run. They are county owned and operated.

The Uniontown local service is subcontracted to Edenfield Stages and Brownsville Bus. Central Cab also had a piece of the action until recently. There is even a Brownsville local bus (think West Penn) and a Brownsville Express (via US 40)
