Lebanon County is the relatively inexpensive location in this area. And I imagine somewhere like Schuylkill County is also reasonable. In the Pittsburgh area, I'd stay away from Allegheny County. Perhaps the goal is to be close - but not too close. Petrol will fluctuate, but long term trend is up. Compared with taxes, it is still minor.
