There was a lot of sloppy mapmaking in those days.  But the fact that it was
done at all with the available tools is remarkable.

Today, we have enhanced everything and people still make stupid mistakes on
maps.  So nothing changes but the technology.  If you're careful, accuracy
results.  If you're not, you get garbage.  Same as ever.

Just a very careless rendering of the Charleroi interurban, I believe.

As mentioned earlier, these earlier maps are in no way the equal of the
PennDOT maps.
