The general policy was on a time basis.   If it could be done in so  
many minutes it was done.   If not, then a car went to Homewood.

Therefore you might change out brake shoes or oil journal boxes or  
sweep out a car or lubricate motors or controllers or replace  
fuses.   If you had the time you might even replace a pair of  
wheels.   But you were not going to overhaul a motor.
