Not quite. I consider (and specify) trams such as the Portland 
streetcars differently from say the Tri-Met LRVs iin the same city. The 
streetcar are lighter per square foot, have lower floors, usually have 
slightly better acceleration and a lower top speed 40mph versus 50-65 
mph for LRT.

I enjoyed the video of the three section Moscow PCC derived tram. Two 
years ago I was working on specifications for a new tram for St 
Petersburg and the local manufacturer showed a video of their prototype 
for a modern 4-axle PCC car.

I've attached a picture of the PCC derived truck but the video at 250MB 
is too big to post. The ballpark quote was around half a million per car 
--oops make that $600,000 to allow for the fallen US dollar. The quality 
and durability has improved from the Soviet era but is still not to 
Western standards.
