There was another article that mentioned PAT and SEPTA.  
 
Also an article today concerning the tobacco settlement and how most states  "securitized" the tobacco payments scheduled for next 15-20 years to get money immediately.  You know, play money for the politicians.  
 
Guess what happens if people stop smoking and the tobacco companies can't afford the annual payments.  This is affecting a large segment of the municipal bond market.
