The latter sentence is correct (food, foot, flood, who cares), but the
spring tension does remain constant. This is a MU type equipment on which
the limit relay setting is controlled electrically (similarly to PCCs in
B-Town, Shaker Heights or Pacific Electric).

No, sir. It varies depending on how heavy the motorman's is.
