I can't find anything in the August 1 edition of the Post Gazette:

or anything searchable in the week before or after. I searched on Allegheny 
and South Side Railway and Oliver Iron and Steel Corporation.

There's rather a nice archive at 
http://www.multimodalways.org/docs/railroads/companies/ with many PRR and 
P&LE documents, but I couldn't find metion of the take over / split of the 
Allegheny and South Side Railway by them.
