A slide show can swivel about a transverse line so that it is always  
in contact with the wire no matter how high the wire is above the rail.

Shoes on trolley buses are also designed to swivel around a vertical  
line because the pole moves as far as 18 feet away from the vehicle.

The harp for a trolley wheel doesn't need to swivel.   It is fixed.    
But if it is mounted crooked on the pole, then it will tend to ride  
off the wire on frogs or if the wire is too far away from the center  
of the rail.   I had some trouble with a car with a crooked trolley  
wheel at PTM last November ... it was prone to dewire.
