And the reality is that it's not just sports fans, as has been said here.  I
recall in 2002 riding with two of my kids on a train from Blackpool to
Manchester one evening that was populated by wedding guests.  They were just
as inebriated and just as obnoxious as anyone could be in public, and the
train crew ignored their behaviour.  So who's at fault here?

And I recall a friend vacationing in England complaining that not one  
toilet on a train worked.   The guard (we call them conductors) said,  
"Oh, its those soccer fans."   Seems the followers of the sport had  
deliberately wrecked every head on the train.   Explains why certain  
teams have been banned from international competition.   The British,  
in particular, are not liked.   But I suspect that the society has  
become a tad more tolerant of bad behavior in recent years.   fws3
