Well, not quite. Holders of C stickers had to turn in mileage reports each month, number of stamps issued depended on mileage reported for travel to and from work. 

B stickers were for non-essential workers. My dad had one because he was a scoutmaster. I think, but am not sure, that our pastor had a B sticker.

You're right about the colors.

There were also some others. I recall seeing S and T stickers on light trucks. Have no idea how one differed from the other.
