First you paint the track and ties brown.  then you spread the materials you 
want to use as weeds, etc., then you spray Wet Water to glue everything 
down.  Wet water is a combination of water, matte medium, and a little 
dishwashing liquid.

It has been a while since I have done it, but am getting ready to tear up 
most of what I have and rebuild.
