True. I'd forgotten that. Fine. How about East Liberty? The area inside 
Penn Circle is looking less and less like a wasteland by the year.

Youngstown put this into practice; they started wholesale razing 
neighborhoods including infrastructure back to green by buying the 
remaining residents out.

I'm not sure who's close to this yet but there are certainly parts of the 
Hill and Homewood which could. Sad thing is, if it happened to the Hill 
that suddenly would become viable for renewal. No point in trying to grow 
something new in the midst of decay but getting to start fresh is an 
opportunity.

For whatever else I have against the Waterfront, they did do a decent mix 
housing costs there such that it's not priced out of range of all but the 
top.
