It's a view south on Sandusky at probably General Robinson. The white
building was the Baltimore & Ohio Stores, on the river between 7th/Sandusky
and 9th/Anderson. I'd bet that the car behind is pushing, and that they
want to get it to Keating.

Yes, north side. The 77/54 headsign and the white building in background.
That building brings back memories, but as a young teenager during that era,
didn't pay much attention to the surrounding details.
Perhaps that 14 or 1500 series car behind is being coupled up to push???
