If you receive a "the command failed to execute" in any form of Windows when you try to open ANY form of attachment, you have probably installed IE8 .

The solution is to remove IE8. In Vista this is simply go to "uninstall programs", then "windows updates", then wait for IE8 to appear with a ton of other updates and uninstall it. (IE8 does not appear as a program).

A complication in XP is that you must remove SP3 before you can remove IE8. You will then want to reinstall SP3.
Removing SP3 makes IE8 available to remove.
